You need Spirithost, Warmaiden, Heiress, and Diabolist to fuse Justinian, so if you get one of these champions, SAVE THEM or you will have to waste a lot of time and resources grinding in the campaign to get these champions.

If you go to the Summoning Portal, then click on Relickeeper, you can see the requirements for fusing Justinian (because he is needed to fuse Relickeeper). One of the missions you have to do is to fuse Justinian.Complete first two sets of Progress Missions.Make sure you give yourself enough time to complete the daily quests before the reset. To make sure that you can do this in time, start the game before the daily reset on the first day. This requires that you complete all daily quests for 30 days.I also used a few glyphs on Kael's weapon. Both heroes were 5 stars, fully ascended & with all available masteries. I was able to do this using using Deacon Armstrong with all Righteous gear and Kael with Righteous weapon and shield plus the free epic 4star Lifesteal set.

I 3-starred Brutal campaign using Deacon Armstrong with all Righteous gear and Kael with Righteous weapon and shield plus a Lifesteal set. It grants almost the same speed boost plus a huge resistance boost.

Right now there are events going on where you get a ton of 6-star Righteous gear for free.
